Minimum-security institutions, known as Federal Prison Camps (FPCs) and satellite camps, have dormitory housing, little or no perimeter fencing, and a work- and program-focused routine. They house people the Bureau of Prisons classifies as its lowest security risk, including most self-surrendering white-collar defendants.
