Herbert J. Hoelter (September 20, 1950 – May 2, 2024) was an American criminal justice consultant and sentencing advocate who co-founded the National Center on Institutions and Alternatives (NCIA), one of the longest-running organizations in the field of federal sentencing and prison consulting.[1][2] Over a career spanning more than four decades, Hoelter advised defendants on sentencing mitigation and prison placement, including several high-profile white-collar figures.[3]
Career
In 1977, Hoelter co-founded the National Center on Institutions and Alternatives with Dr. Jerome G. Miller. He served as the organization's chief executive and, later, as board chair.[1][2] NCIA developed sentencing alternatives and prepared mitigation materials for courts, work that placed Hoelter among the early practitioners of what became the federal sentencing-consulting field.[4]
Notable Cases
Hoelter advised or consulted on the sentencing and prison placement of several prominent defendants, including Martha Stewart, Michael Milken, Ivan Boesky, and Leona Helmsley.[3] He also advised Bernard Madoff on medical-care matters in connection with his sentence; reporting at the time noted that Hoelter took the Madoff matter as a professional courtesy to Madoff's attorney rather than for a fee paid by Madoff.[3]
Death and Legacy
Hoelter died on May 2, 2024, at age 73, of complications related to heart failure.[1][4] NCIA continued operating after his death.[2]
